I like to feed them hay then take the for a walk. She should try some road apples too.

My guess is that you have never been on a farm or you wouldn't be asking this question and if your sister likes to eat chocolate ones well, I hope she has an iron stomach just to handle the muffins themselves.
On a more serious note, the "horse-muffins" that you are asking about are not really called that at all.
They are very large muffins that are made of chocolate cake mix and chocolate chips added to them if wanted.
Or I could be wrong about that too.-------------------
Here's a question for you, why don't you just ask your sister about them and have her find out what they really are and if any of what I've mentioned here is correct then let me know too.
Just remember to chew them very good or the straw will get caught between your teeth, he he he.

I found this recipe doing a search... they are called Horse Muffins, but I don't see chocolate listed as an ingredient...

Horse Muffins
4 cupsAll Bran
2 cups100% Bran Cereal
1 teaspoonSalt
2 cupsBoiling Water
1 quart Buttermilk
1 cupLiquid Shortening
3 cupsWhite Sugar
4Eggs
5 cupsFlour
5 teaspoonsBaking Soda

• Combine all bran, bran cereal, salt, boiling water and buttermilk and let stand until luke-warm.

• Cream shortening and sugar and then add eggs. Stir into cool bran mixture. Add flour and baking soda into the wet bran mixture. Do not over stir.

• Spoon into muffin tins and bake at 350 F for 20 minutes. Then check until done.

Variations: Add grated carrots, nuts, apples, spices, oranges, raisins or dates as desired.
