I've heard this before, and I personally disagree. The problem is obvious the best girls need to make the first move of guys aren't asking them out. If you don't put yourself out there no one will pick you, especially since you'll seem shy, strange, and put off others.
If you like someone, you should tell them. This goes for boys and girls. Otherwise you'll only be disappointing yourself.
