Public information? Yes and no. There are some places where non-profit organiztional information is made public, and the IRS reports are available, if you know how and where to look. But for the most part, income and expenses have to be reported, just as income taxes by you an me are, so churches and such are scrutinized by outside parties. Some want this information made public, so they can show how well they handle their money--for those who like to donate money to such places.

I know that they must report all of that information to the IRS to maintain their non-profit status. I wish I knew how to tell you where to look for that info though. They are also obligated to make an annual report directly to the church. Hope you find the info you're looking for.

My church publishes its budget at the end of the year.
