I would have to say, that is a 50/50 shot. If she just wants to be friends and you trust her, then she just wants to remain friends and not possibly ruin a great friendship. On the other hand, I must say, some women say it to not hurt a mans feelings :)
Value her friendship and continue on with it, as it might someday blossom into something more at a later date and time :)

It could mean that she just got out of a bad relationship or isn't in the right frame of mind for a relationship. Sometimes friendship is much longer lasting and more meaning full. Just my humble opinion.

She's trying to be nice and let you know she's got things going on with herself that makes her feel your not for her atleast at this time.. maybe your attractive but just not her type..maybe she rather not lose you as a friend by dating.. could be a number of things.. dont take it personally is all she's trying to convey to u..

its a nice way of saying you are a nice guy but I am not attracted to you.
thats why she said "its not you" (that means you are a nice guy --nice enough to be a friend but not good enough to be Boyfriend
"its me" ( that mean she is not attracted to you as a boyfriend)
My advice:
I would not be to good of friends with her your will probably never get any where with her but hanging out with her will keep others girls away they will think you have a thing for her and see themselves as your second choice.
