There are 193, with one refusing to petition for full membership to the UN, but remaining to maintain "Permanent Observer" status....that being "The Holy See" (aka the Vatican). The Holy See is indeed the smallest independent country in the world, but they won't petition for full status because they can be called on to pay for military actions in countries they don't want to fight. So they maintain their full independence this way.
