there isn't a missing dollar
The three men paid $30, and the clerk gave the bell hop $5 to give back which means they paid 25 for the room. He gave each man $1 and kept 2 for himself.
25 for room
+3 returned
+2 stolen
=30
they each paid nine dollars for the room and got a dollar back from the bell hop
9 x 3= 27 paid for the room
3 x 1= 3 refunded
27+3= 30

You don't add the $2 to the $27, you subtract it. They each paid $9, for a total of $27. That's $2 for the clerk and $25 ($30-$5) for the hotel.

The bellboy, because the clerk thinks he were given $25 and the adult men imagine they payed $27. the different $3 that are left for the $30 are those thar are again to the adult men. And both extra money the adult men imagine the clerk has are both that the bellboy has. So quite there is not any dollar lacking...

$27 - $2 that the dude pocketed makes $25. Everything is accounted for. not +$2. This has already been asked several times and it wasn't that amusing the first time.
