If you're going to be abstinant, yes, it is wrong.
The man I'm currently... "Special friends" with... I'll tease him to the point where his heart will explode, but I always give in (That's the best kind of tease. Showing them what they can't have, and then giving it to them).
But if you're not going to put out anything.... It's an awful thing to do. Men don't like to be teased and hung out to dry, just like we women don't.

Just make sure you do this only with guys you know well, otherwise if you come across some not-so-decent guys you could really get in trouble. And ideally flirt only with guys you are really interested in having a relationship with.

Yes, it's wrong. It's mean-spirited, hurtful, and likely to get YOU hurt, too. It's girls like you who make it harder for honest, thoughtful women to get close to a guy.
