Unfortunately, there are strict laws and protocols that the animal control officers have to follow before they can break into a house. Call your local legislators and get the laws and policies changed, so that the officers (who desperately want to help the animals!) can do their jobs before the poor animals die. ]
ME? I'd break the window myself and feed and water them - but I could be charged with trespassing for doing it.

Order of contact in this type of situation:
SPCA (Society for the Prevention of Cruelty to Animals)
Police
Local Animal Control
Shelters
If the police don't respond immediately, SPCA will definately respond. Don't ever stop trying to get help if you knew animals were trapped without food and water. Definately call the papers to get some media coverage on the hesitation of the police department when responding to the situation. News sources would definately do an article about it so that someone out there could do something about it.
In my opinion you should've gotten help from your other neighbors to get together and free those animals if you had no response from the police or any other source of rescue. You should've done something about it.

I would definately find out what the protocol is from the police. Perhaps animal control did not do their job correctly. And I would call the local news paper and tell them about your story. But then you may make an enemy or two in that city department. Think about it first. I don't know if you are in a big city or a small town.

Heck yeah I would call the papers. Why didn't the police break the door down on the 3rd day. That is horrible. If you know who the people are I would call peta or something report them. or the humane society. That is animal cruelty they can go to jail.

The local animal control should have rescued the animals after the first notice. They have to leave one notice before they take the animals from the residence, this is formality, but after the first notice, the animals should be taken into their custody. This sounds like what my town animal control would do because they do not care.
Do call the newspaper, I would also call your local television and get publicity on this because this is not right.

Yes, a newspaper would cover this story. Seems like the cops and animal control could care less what happens to animals in your community. Definitely call the newspapers and even TV stations and get them to run the story.

Call - run - do not hesitate to get in touch with a local Humane Society or the ASPCA. This is sick, this is sad, needs to be documented. A letter to the editor may not hurt. A call to a reporter may not hurt. But be willing to be harassed. Make sure you have documentation if you go this route.

I know how you feel. the police are very limited in what they can do. I think calling the media would be a great idea.
