I converted an AVI. about 1.5 gb into a WMV around 250 mb with Windows Media Encoder. I am trying to reach for 100mb to submit it to Youtube! and can I encode it AGAIN to make it to 100mb? Will it worsen the quality extremely bad or just a little? Will I know it will make decrease too a 100?

It's going to get to the point where you need to compress it so much it will become very lossy. One way around this is to lower just the sound quality, or the video dimensions. Other than that I'm stumped :(
