most people i've seen in boats fish the shore line, so i would say either way.

Before attempting to collect northern pike fry, check your local laws. Often a special permit is required to gather game fish minnows. If it is legal for you to collect them, you will have to go to where the fish are. Be that along the shore line or in deeper water with a boat. You failed to mention what you planned on doing with them once you have caught some. If you wish to keep them in an aquarium you may need a permit to do so.

We use a net and drag it beolow the surface for ours.
