If he hasn't made a move on you, then he may not think of you, as a girlfriend type. Sometimes it's hard to change someones viewpoint of you.
If you want it bad enough, you will have to make the moves, and tell him how you feel. Just be prepared, that he may not feel the same about you, even though he likes you too.
