my cats gotten lethargic, he's not eating , and there seems to be fluid in his abdomen? does he have fip?

The classic sign of 'wet' FIP is fluid in the abdomen - usually accompanied by fever. lethargy, and loss of appetite. The fluid is distinctive - thick, yellow, high protein content (over 5 g/L IIRC), high white cell count, and it clots. Most large vet clinics can do enough fluid analysis in-house to check for those traits.
The only *definitive* diagnosis is to isolate the virus from the fluid or in a biopsy of affected tissue. However the above clinical signs are usually considered sufficient because almost nothing else looks like that.
Unfortunately the prognosis for FIP is very poor. :(

Feline Infectious Peritonitis: This viral disease causes the following clinical signs: fever, lethargy, conjunctivitis, loss of appetite, diarrhea, ascites (fluid in the abdomen), pleural effusion (fluid in the chest). The virus may also cause neurological signs.
This is possible, yet highly unlikely seeing as there are so many other feline diseases and illnesses that represent with similar manifestations,... First and foremost when any cat has stopped eating and become lethargic it is important to get them to a veterinarian, cats do this when their little systems become to weak to function at 100%, in other words your beloved pets most vital functions are shutting down and failing.
I don't mean to condescend (I just re-read what I wrote and thought I sounded a bit harsh, I just love cats as I am sure you do by your posts inquisition), but your cat may even be suffering from something as serious as FIV, which I have given a brief description of below,...
Feline Immunodeficiency Virus, FIV causes an infectious disease in domestic cats and cheetahs similar to human immunodeficiency virus (HIV infection) in humans. It attacks and weakens the bodys immune system, making the animal susceptible to infections and diseases that don't affect healthy cats. There is neither a cure nor a vaccine for FIV. Though eventually fatal, an FIV-positive cat can live for many years without any signs of illness.
In short, it's scary, all these possibilities,... hell I borrowed 600 dollars of my bro once just to get my Cat all the tests she needed, at first I thought it may be my weak and feeble attempt at biding time with my Moochy, but because of the vet visit, she is alive and is on medication for Feline IBD,...a bowel disorder. I had to feed her through a syringe for 3 weeks but it was worth it,...she shows me how thankful she is by sleeping on my face and trying to suffocate me everynight,...LMAO
Take your baby to the doc,...they can help, please feel free to keep me updated on kitties progress,...and I hope I helped even a little,...

Take him to the vet. He might have a urinary blockage which can be deadly. Male cats, especially the older ones, have a problem with dry cat food and tend to form 'crystals' in their kidneys and bladders. If you have had, or know someone who has had, kidney stones you will understand the urgency. Go...now!

It could be Hemobartonella. Has the vet done any blood testing on kitty? Is kitty anemic?
