They probably can talk but just can't think of anything to say right now. Try tricking your dog by suddenly asking it, "Who is your favourite Simpons character". You may be surprised to find the answer is Bart or Ralph (listen closely)

They vave vocal cords, but they aren't nearly as developed as humans. The part of the brain we use for speaking isn't we well developed in dogs either.

several reasons firstly they can't manipulate the tongue like we can to shape sounds, second those teeth are a b****r also the jaw is not articulate and last of course the brain is not developed well enough to have true language.
