There's several great places you can go for cockatiel care help. I've included several decent sites under 'sources' that can help you out.
The three most important things you'll need are:
1) Play time! even 15 minutes twice a day attacking the bathroom mirror or chasing some toys will help you bond with your little guy. I mentioned the bathroom because it's often the best place to protect a new bird from curious cat, dog and other pet noses.
2) A wide range of foods that includes seeds, pellets, fresh fruit and veggies and the occasional treat. Avoid avocado, chocolate, caffeine, alcohol and too sugary, fatty or salty foods. No parrot needs grit.
3) Toys. Lots and lots of toys! Tiels love to play. You can invent your own or buy the endless varieties that are available in pet shops or on the net. Tiels love to shred paper and ring bells. They also love to chew on rope and dance around when given a bath with a mister. They're also nosey little stinkers who will invent games if you're not watching where they're going!

that's uncontrolled. call a facility or counselor. There should be some thing bothering him, or he's searching for interest. that's not continually the boy, that's the lads life. per chance he's bullied in college, or don't have anybody to play with on the playground! How lengthy has he been like this? Get him a play therapist or a psychologist, they are large!
