The best kinds are generally the flatbed kinds. They produce the sharpest image for the price. The Canon CanoScan 8400F USB Interface Flatbed Scanner appears to be one of the best rated and it is fairly inexpensive ($115.00 from Newegg) for a 4800 dpi scanner. If you have price concerns, it's baby brother - Canon CanoScan CanoScan LiDE 25 ($49 from Newegg) is also a very good buy, though at only half the resolution of the more expensive model. That being said, it would still be very sharp at 2400 dpi.

I don't notice much difference between scanners, but Epson software is much better than the others. It is easier to use and has many more features.

I have an Epson Perfection 3590 with a film reader and I love it, although itshigh pitched sounds are slightly unpleasent, but it is really good quality (3200 resolution)

Hi...
You can go for flat bed scanners. That's good for scanning and handling. Its also very useful for SOHO use.
My suggestion is to go for a MFD (Multi Functional Device) which does photocopying, scanning, faxing & printing as well.
