One way would be to get a phone card, like this one sold at Costco. It's 2.9 cents a minute, and you can buy more minutes as you need them. Either one of you can use the code to call the other. Still, I figure at an hour a day, every day, it would cost over $50 per month.
Another thing you could do is see if your local phone company offers a flat-rate long distance calling plan. Try the second link below to see what's available at your address.
Third, if your family has a broadband Internet connection, you could subscribe to an Internet phone plan, like Vonage, which offers unlimited long distance for $24.99 per month.
None of these ideas are free, and they will require the cooperation of your parents. You might be able to sell your parents on the advantages of a flat rate plan for themselves, like if they make a lot of long distance calls too.

...and of course, cheaper than a cell phone call is using a landline, if available.

If you have broad band you can use Skype. I talk to my family in Spain and England for free using Skype. You can also set up a web cam for video calls using Skype. For a small fee Skype also provides call forwarding. My phone bill is a lot lower since using Skype.
