Here is a site that keeps track of every ultralight known. you can get a good idea about what you should be looking for.

http://www.ultralightnews.com/

If you want to build your own, for about $10000, not all at once, you can build a plane that has performance better than a cessna 172.

Here is a plane series called the hummels
http://www.flyhummel.com/
they can reach 140kts, as compared to the 100kts a cessna usually goes. My schools 172sp cruises at about 95kts and the hummel cruises at about 100-110.

I have seen ads for ultralights as low as $1500 and for fixed wing single engine aircraft as low as $6500. I watch E-Bay and Plane and Pilot, Plus search the Internet for plane sales sites. Most bargains need work, so you need to be handy and have a place to store and work on a plane. Even an ultralight will use up a two car garage when you have the wings on. If you are good with fabric coverings and wood work plus a little welding then go for the ones that need cosmetics. If you are better at the mechanical end, then go for ones that have high time and need their inspections.

Dude when your buying something as small and flimsy as an ultralight i dont think cheaper is better...i mean c'mon, who would want to be soaring through the air at 1500 ft. knowing they bought the cheapest option available...When it comes to flying i really dont think its a good idea to sacrifice quality for price.
