"Us" is refering to the trinity, God the Father, Jesus and the Holy Spirit. About Ex 20:3 it is a command to have no other gods which includes worship. No other gods exist but man made gods.

A lot of ppl say that the "God" of the old testament was a race of evil aliens who engineered humans to be slave laborers and that Jesus freed us from them. Think about the old and new testament in that way, just for fun and giggles, and see how much of it makes sense. When translating from the original Sumerian, the Tower of Babel can also be interpreted, The Spaceport of Babel, and "make a name for us" can be interpreted, "make a ship for us" to go into space and ask "God" to stop treating the humans like cattle. I know; what a crazy idea! Those people must be nuts!

It could be what is called the royal "we". This is the custom for people in high places to use first person plural. "We" and "us" instead of first person singular.
Also, ancients identified with leaders in a way that the leaders can be described as corporate people. What happened to the leader good or bad was felt by the whole people.
And the progression from belief in many Gods to one God didnt happen over night.
