Run the whole jar under COLD water. Hot water seals it,as in canning jars of food. Tap the bottom of jar hard 3 x's w/ the heel of yor hand. You should hear a small "pop" as the seal breaks. You can use a towel and unscrew the top at that point.

See if you can gently heat the decanter with a hair dryer. Direct the stream of air around the neck, but away from the lid. You may be able to expand the glass of the decanter sufficiently to free the lid.

As it gets cool the glass should contract and the stopper should come out. If that doesn’t work then try taking a Q-Tip and daubing some vegetable oil around where the stopper and bottle meet. You may have to do this every few hours for a couple of days to give the oil a chance to seep down into the bottle.

Run it under warm water and then tap the lid. It will help it get unstuck.

Slowly and gently open the upstairs window and then drop the decanter into the ground below. It's failproof.

put the bottom in a pan of some very hot water. That should make the bottom expand. If you can find a way to keep the top cool or make it colder while you do it, so much the better.

I'm not sure how, bad it's stuck, but this has happened to me with barware before. Usually gently rapping the offending jammed glassware against a hard surface perpendicular to the 'jam' if you will (not too hard now), loosens it up.
