Okay, now this is a no brainer but my answer is going to be long, so you might want to read it through.
I was in my first serious relationship and I didnt have much money on our first anny.
Heres what I did. I bought a lot of Feng Shi candles ( they are the most fragrant kinds ), bought stationary ( like scissors, colored chart paper / good glossy paper, cello tape etc ) and a couple of Roses.
I then made tiny 'clues' on the lines of a Treasure Hunt on the colored chart paper. Hid them in strategic places.
Made a 'Will you be my Boyfriend' Card on the Glossy paper.
And laid Roses from the gate to the Door Step.
I then ordered for pizza since that was her fav food.
I managed to surprise her and keep the costs down and we made passionate love after this.
Try searching the net for low cost romantic ideas (on Google or somthing), because thats how I got mine.
Ideas will flood in. Trust me. I didnt know what to do, but once I had my budget set, I was able to keep the costs down and the event memorable. (Infact she was so surprised by this that she still remembers this after 2 years !!!)
Wear something that you would look good in, can carry yourself gracefully, and in his favourite color.
Try and keep events like this private ( in your home ) because there are simply too many things that can go wrong when you involve a third person. And it is really expensive too because you tend to get carried away!!
All the best

Nature, definitely nature. Plan a nice picnic, and just spend a day (and some part of the night) under the sky, in the shade, with the trees and the grass. It will be cheap and yet invigorating. If he insists otherwise, just tell him that this is what you prefer. You would rather be alone with him in a nice scenic spot. This has worked fabolously for me countelessly many times.

I would plan a picnic. Go to a nice park, or lake or something like that. You can fix sandwiches, or chicken. It doesn't have to be fancy, just simple. That way you aren't worrying about money, or what to wear. It can be relaxed. The important thing is to spend some time together right?

Bring a picnic lunch, go to a park maybe. Wear and do and be whatever makes YOU happy and comfortable. If he likes you that way, you know he really likes you for being you. It sounds like you are a considerate person. If he has some money, its ok for him to spend it on you too, it shows that he likes you. Realize that relationships like that don't always work out so just see if you still like him at this point.

A picnic on the beach at night with a table cloth, a bottle of wine, a pair of candles, his favorite food, and some sexy clothes under your regular ones (which you take off when you are in the beach).
This can be inexpensive but still very special.

Tell him that you have an idea. You would like to surprise him. Tell him to dress casually. Then pack a picknick basket, grab a blanket and some drinks and select a nice place.
When you get together you just tell him that having time to talk and just be together was what mattered so you thought that this would be the best way to do that.

I can't say where you can be alone because i don't live there, but i can say that a nighttime walk in the park is always nice, you can just suggest McDonald's or Burge King or Wendy's or something of tha sort, and ask him what he wants you to wear, make him feel important.

Make food for a picnic. Then just wear whatever you'd wear to a park. Don't worry yourself about little things like clothes. Just have fun for Pete's sake. Who's Pete?

take a picnic out in some mountains or a park or a lake or something, spend the whole day outside, you will be surprised how much closer you can get.
