If i saw a beutiful women walking around my town, and in my opinion i thought they were the most stunning thing i had ever seen, do you think they would be affendid if i told them so.

Here's a tip. Women LOVE compliments. Whether u guys realize it or not, it never hurts to tell a woman how good she looks in ur eyes. It always makes us ladies feel good inside to know that we're sexy. And for the older women, it kind of tells them that they "still got it" yano? So I say go ahead and do what u gotta do. A simple compliment could be the turning point of a woman's day.

It depends on how you tell them. If you yell it to them across the street, they may think you are a freak. BUT if you walk up to them and look them straight in eye, and tell them in a soft gentle voice, with a gentle smile, then you might be ok.

I think if you say it in a nice way thats fine as long as youre not trying to hit on her knowing she has a man already cuz i dont want my hubba approaching a woman telling her that..

People give one another compliments all the time...yes, even total strangers. If you do it tastefully then there should be no problem.
