Mix up your schedule if possible. Never never never give him any attention - positive or negative.
Do you have any male friends you can lean on to be present in the places he tends to find you?
A gun is your best defense if you think there is any chance he will become violent. If you cannot carry a gun for whatever reason (no idea on your state, situation, beliefs etc.) other non-lethal forms of resistance are not generally helpful and you should remain aware and ready to flee him at all times. If you try to resist with non-lethal force, that should be a final option because that does not tend to work out well.
Awareness of your person and your surroundings is always a good idea, even if you are not being stalked. Do your local police teach a basic self-defense class? Those will often help you to understand and avoid dangerous situations.

Get a pepper spray keychain, don't go anywhere alone. Keep a journal of each occurance. Maybe even get a restraining order. If he calls your home, get call blocker and block all his numbers. Keep telling the police, but don't annoy them, or they won't take you seriously. If you know him, or he goes to school with you, maybe have a principal or even your father talk to him and tell him stay away.

continue to call the police each time. make note of every occurence, each call, each time he is around you. make sure everyone around you knows so that you aren't alone. you need your family and friends to help watch out for you. the police don't always do what we think they should as quickly as we think they should. but please keep trying. even if you think this boy is not dangerous you really don't know. people can do weird things. watch out and take care.

if you fear for your life than please stay with your
boy friend and may be he can teach this guy a
lesson may he needs to see you with a guy because he may be thinking your single with no body in your love life.good luck.

Honestly if i were you and this is if you have his name i would put a restraining order on him. Or i would go all detective on him and take his picture and reporthim.
