Several possible answers. The most proper one is that defined in the United State s Code (and reiterated in many state legal codes) of multiple levels: the organized militia, a formal state agency which carries out the duties of a militia (essentially home defense), and the unorganized militia, all males fifteen to forty five (now would probably include women too, who could be called up to back up the organized militia. THEN there is the National Guard, not a militia at all, but ultimately a branch of the United States military. They are armed and trained by the feds, and may be called to active service by the feds at need.
There are what amount to "private armies" which are called militias (typically in third world countries). I believe this is a media applied term to discredit legitimate militias.

To me the term 'militia' tends to refer as an armed group of political/religious extremists. The do not have the courage, training nor discipline to do anything more than frighten civilians.

A gruop of misgiuded red necks who couldn't make it in the military or National Guard,so they fill their time dressing up in fatigues and run around with deer rifles and shotguns causing trouble on issues they have no idea what they are about.

I think of military men in uniforms with guns and being under martial law. I know that probably isn't the proper meaning, but that is the mental picture I get.
