I have a program called Sound Converter, and it says it can't convert one of my files unless its copied into %

It sounds like a script is having trouble copying it into a temporary drive space to work on it. Perhaps the file is markes as read-only, or maybe it's too big. Try making a separate driectory for this file on your hard drive, copy it in there, and then check the file properties to make sure that it is read-write accessible.
