Is it Quakers or something else? I have noticed near where I live some "large families" where the women and children wear a scarf on their head like a large handkerchief. I don't want to ask them directly in case I offend them by asking.

Maybe a better question would be why they have to dress a certain way?

Quaker women do where head scarves as do Hutterites and Mormon women. I'm not sure about it just being blue ones. The Hutterite women where black ones.

Possibly Mennonites. Ask them. They won't be offended. Just ask: "I'm curious about what faith you are?" You'll find out and probably get some more information about their beliefs, but generally people are open to sharing, especially if they are "conspicuous" if only to dispel inaccuracies.

They are sort of Islam - Bohra Muslims, different from Shiet and Sunni
