Bush's powers are severely limited with respect to deploying troops on US soil. He is skating on thin ice even deploying the National Guard. The Constitution specifically precludes a US president from becoming a dictator. The NG can only be deployed under strict guidelines.
How many of you actually know how our govt works? Why doesn't the news report this?

The PRESIDENT sealing the borders is not as easy as it sounds. Heck no. Read the Constitution and limits on Presidential Powers.
Were IRAQ on our border, then he could deploy troops as Commander-in-Chief. Bush is not "head cop," and the border issue is considered a law enforcement matter until CONGRESS says otherwise.
NG can't perform law enforcement duties except under strict conditions. That's why they're there in a "support effort."
As for security, how many terrorists are going to hassle with Mexico? (They'd just get robbed by the PD there.) There are easier ways to get in the US.
I'm not a smart guy, just informed. There must be an armed insurgency or revolt for Bush to deploy troops. Precluding a dictator in the US is implied throughout our system.
It is HARD for us to lose our Constitutional rights. Blame congress for the immigration mess. More security was needed years ago.

Who appropriates $ for things? Congress. More Border Patrol is a Congressional issue. The situation does not LEGALLY merit the militarization of our borders through the War Powers Act. Are we at war with Mexico, some say yes, but legally, No.
"The power to declare that a state of war exist between the United States and some “enemy” or “enemies” lies with the U.S. Congress in the legislative branch of the U.S. government system."

According to Article 2, Section 2, the President is able to deploy the armed forces as he wishes as Commander in Chief of the Army, Navy and State Militias.
The Preamble mentions the purpose of the Constitution to more perfect union, establish justice, insure domestic tranquility, provide for the common defense, promote the general welfare, and secure the blessings of liberty to ourselves and our posterity.
A secure border provides for the common defense, promotes the general welfare, establishes justice and secures the blessings of liberty to ourselves and our posterity.
While there are checks and balances built in to the Constitution to keep any one branch from becoming too powerful, there is no place in the Constitution that specifically precludes the President from becoming a dictator.
As long as he doesn't house soldiers among citizens without the homeowner's permission, there is no provision in the Constitution limiting his power to deploy troops on US soil.
It is true that many people out there have no idea of how the government works, are you so certain you aren't one of them?

Bush can do whatever he wants. All he has to do is indicate 9-11 no ones questions him.In one answer here we are now to understand Americans cannot build houses. Next will be cars. Next the U.S. will be up for sale. If Mexicans are building all the homes the price sure doesn't reflect it. America car companies sent jobs to Mexico anyone notice the price of cars getting cheaper. It's all about the people of Mexico. Funny there's millions of problems in Mexico. In 100 years Mexico hasn't advance very far and depends on America and the America dollar. Face it without America, Mexico cannot exist while patting yourself on the back, you sure let your own country go down the gutter and are forced to leave to go live in America cause your own country would rather you leave send all the money home rather then try and improve the country. Brag about your greatness all you want, one thing Mexicans cannot do is fix their own country and educate their people. The great country of Mexico all it can do is export all it's problems south.

I've been learning these things little by little...that each section of government has it's limitations. I didn't know what you said about him being unable to seal the border. I just know no matter how much you "vote for president" you aren't really. And that sucks. I also knew they don't get to keep all their promises. It is just a popularity contest made to fool the public. We need to focus more on legislators or something, right? Just keep on informing people and eventually they will figure it out and join forces to fix this country.

AGain, I agree that the President is too often blamed for what is outside of his DIRECT control!
You miss the nearly all encompassing power of the presidential edict.
That can get most anything done that a President wants, though and the emergency powers act also.
Could the president seal the border?
YES! He is the top guy and he can fire the guys that can fire the guys that let the borders get penetrated!
no more $6500 toilet eats and $1000 hammers!
let's get more border patrol agents and fence it in!
VOTE FOR INDEPENDANTS ( and independence) AND VOTE OUT INCUMBANTS IN '08
VOTE FOR ART HAGLUND IN '08
A healthy country, a constitutional government and better choice!

He can seal the border for national security. As for the national guard he can call them to the border like he has. They are there for a support role not to engage. There is a big difference in a support role and an enforcement role. He is not breaking any law. If you can give me some legal justification I may change my mind. I doubt you can.

OK now smart guy the president has the right to do as is necessary to secure the Nation President Washington himself marched with and army to put down a small revolt and for those of you crying about homeland security you need to take a look at things like the Espionage Act and others circa WW I and see just how much your rights CAN be restricted in times of war. Please don't take my word for it LOOK IT UP

Haven't you heard that Bush can do whatever he likes? It doesn't even have to be legal, it becomes legal when he says the magic words--terrorism, homeland security, because I say so, etc. I know how our government should work, that doesn't mean it will work out that way. The newspapers can't report on these things without possibly being charged with treason. You don't seriously think he's trying to keep out illegal immigrants, though, do you?

Can't speak for other states, but our Govenor here in Arizona "requested" the National Guard to be deployed here. Also, as I understand it from everything I have read/seen in the news, the National Guard (again here in Arizona) is not actually "patroling" the border, they are doing the "desk/office" work which frees up the Border Patrol agents to do the "footwork" and they are also said to be helping in the training of the new agents being deployed.
Sorry, just have to add a comment to sergio--you ask "who do you think built your house" well I know who built my house as my husband and I kept close tabs on the work as it progressed. The crews who actually worked for our general contractor did great, professional work. However, the "sub-contractors" that were hired to do parts of the work turned out to be those "cheap labor" individuals who had little or no training in what they were to do. We have had 5, yes, 5 stucco jobs on our now 3 year old house. The first "re-do" was to repair cracks all around the house that you could get a ruler in, they were so wide. During that 2nd stucco job, the "crew" left the house with what looked like a case of leprosy. So, we have visit #3. This resulted in 4 different shades of color and on the east and west walls 2 different finishes on the same wall. That brings us to visit #4 which we were very leery of but, stupidly, thought: well it can't get much worse. Boy were we wrong! When the "crew" finished THIS visit we had "white spots" ALL OVER our formerly beige house. The worst of which was at least a three by five foot circle on the west wall of the house. Our General Contractor inspected all of these debacles and had to keep sending out these "crews" which seemed to consist of one person who somewhat spoke/understood English and the rest who only spoke Mexican. The crews almost to a man had a laughing good time poking fun at the "crazy gringo" (as they called my husband) because he expected the color to match, the stucco finish to be uniform, and the stucco itself to be ON the house and that they clean up their mess. We know this as they seemed to think that the "crazy gringo" did not understand them and thus they could say what they pleased. This brings us to the final visit, #5. Our General Contractor finally did his job and made sure that the job was done correctly this time----EXCEPT for that BIG white circle on the west wall that this crew had two stabs at trying to cover/blend it in and it still is a different color than the rest of the wall. BUT, we have learned our lesson. NO ONE else is going to touch the house because, despite what we thought earlier, THINGS CAN GET WORSE. That is the quality of work being done by the crews of "illegals" being hired in this area. So yes, I do know who built my house and thank god they did not do the framing, wiring, air conditioning, or plumbing or those would probably be trash just like stucco job.
Too bad I can't send pictures to verify what I am saying. We did take pictures to be able to verify our problems with the Registrar of Contractors who we were referred to if the gen. contractor did not do the repairs.

The news doesnt report this because they know most of American doesnt have a working or general idea of how the government really should be run. Ignorance is bliss and the news broadcasters know this. Most of America just accepts what's reported on the news as fact when most of the time it is propoganda. However, mos of America dont have the knowledge of how gov't should be run to combat this.

That is why he is using the National Guard with the approval of the Governors.
He would have no problem at all with a wall and massively increased border patrol, however.
The idea is that he is not supposed to use them against Americans.
