The Israelites were a nomadic people during much of their early existance, wandering in a desert country. I'm sure you have seen pictures of an oasis in the middle of the desert, the palm tree sticking up in the middle of nowhere, and the half dead man crawling disperately towards it. That is what inspires the image. A tree, growing tall and strong, as a sign to water, life and salvation in the middle of a desperate situation. For them, it was life.

.....what? I'm confused. I'll answer as best I can I suppose: Look at that area of the world. How well would a tree flourish when next to a stream as opposed to one NOT near water? Water = the element that brings life.

Because Isreal is a desert. Open FRESH water is fiercely guarded, and before plumbing, anybody using the water upstream from you could foul it real easy. For them, it's a symbol of peace and plenty, like in old europe, anybody who had cattle was considered wealthy because of how much work it is to take care of cows.

Because most of Israel is desert or has been reclaimed from the desert. They have to irrigate everything, though there are short rainy seasons twice a year.
