A lake, dynamite, and a microwave emitter. The microwave emitter instantly vaporized the water, then he blew enough dust into the air with the dynamite for all the water particles to form around and make raindrops. When the rain fell, he ran around really fast saying "I baptize you in the name of the Faher, the Son, and te Holy Spirit.", tapping people's foreheads as he went.
