I find a ice cube works best. Put it on the gum for several minutes until the gum gets really hard and usually it will slide right off the strands.

Ice will harden it, and still make it harder to come out. My day care swears by peanut butter. Safe on your hair (even has a little protein in it), and it makes the gum slurp right off. They saved my son's brand new haircut with it. I was about ready to shave his head & cry!
Oh - getting gum out of anything else (rugs, etc) - I use goo gone.

Ice works best. Freeze the gum and slowly work it out. I have also heard that baby oil works well. I would try the baby oil after the gum is frozen.

Go to a store where they sell comps. and buy a can of this frezzee stuff. Just spray it where the gum is and it should be easy to remove.

Freeze it with ice then try to pick or comb it out. That might be your best bet to avoid cutting it.
