I m frequent flyer, most of the time I got neighbour seat would be girl/woman. When I set my hand on the handle, my elbow taps her boobs many times. No body was mind on that matter.
So it mean that I can start grab her boobs?

No I wouldn't.
If you're a frequent flyer, I expect you're over 18 or so. You have a bit of a problem in that you seem to be quite stunted sexually if you get a thrill out of glancing off a woman's breast.
Perhaps you could seek help for your sexual immaturity before someone charges you with sexual assault as you try one of your 'grabs'.
