International studies is the knowledge you acquire about the different countries in the world. International relations is the political, social, economic, ... relationship among countries.

International studies refers to the knowledge of other countries in terms of their government, culture, people, geography and economy. On the other hand, International relations is the interaction of the different countries with each other. The former is to know about a country while the latter is to know how a country deal with another country.

Although they are intertwined and often not seperated in academia, I would say the primary difference is international studies emphasize the history and politics of a region where as international relations looks at policy and relationships between states, intergovernmental organizations, multinationals and ngos.
