No, the length of the hair has no effect on the production rate of the hair follicle.
It may seem that it is not growing as fast because proportionately the change in length is not as much. I.e.
If your hair is 5 inches long and it grows 1 inch (in two months) the change is 20 percent.
If your hair is 10 inches long and it grows 1 inch (in two months) the change is 10 percent.
So when your hair is Short it SEEMs like it grows twice as fast, but the absolute difference of ONE INCH is still the same.
The only things that affect the rate of your hair growth are nutrition, and hormones. As in:
If you are malnourished (starving, anorexic, or missing vitamins or minerals) your hair will have problems growing because your body will divert the precious resources to more important things like your brain and heart.
IF you have a hormone change (pregnancy, or glandular issue) your hair may slow falling out at its natural rate (pregnancy) or increase falling out (glandular issue).
The miracle hair pills, or shampoos are pretty much scams, save your money. You can help your hair grow longer faster by preventing breakage. Avoid rubber bands, use a gentle hair brush, and don't brush excessively. Don't comb or brush when it is wet. Don't tie your hair up to tightly.
Don't chew on your hair, or "play" with it. If you find that you pluck your hair out and cannot stop even after you realize it is a problem you can speak to your doctor about it. It is a treatable condition.

It should not grow any slower. If it does, then it means that it is suffering from lack of a vitamin or some essential elements. Try eating some eggs and taking some Vitamin Bs and Biotin.

it does not grow back slower but if you do have split ends it will seem like it is because the ends keep spliting and breaking off not adding any lenght to it
