You can't target fat in a specific area, contrary to popular belief.
You just need to lose weight overall. Building muscle will help speed up this process, though.
Spend time in other areas too, including your biceps, and you will burn fat faster.

That said, considering that you're only 13, if I were you, I'd focus less on building muscle, and more on just maintaining your weight. You've still got growing to do and you'll likely stretch out and lose some of that fat covering your abs. Just watch your diet and do some light exercise. You could actually be too young to build any significant muscle because you don't have enough of the proper hormones being produced in your body. In a few years you will, though.

hold onto a barbell on your chest with your hands (so it wont call off) while you are doing sit ups. It adds more weight and makes your abs work harder. Also it takes times to have these things form so just wait and do lots and lots and lots of sit ups. Go for a run a few times a week. Take some friends, an iPod or osemthing, working out doesn't have to be torture. :]] Hope you get what you want.

Take the weights off the barbells and hold the one that weighs 5 pounds while you do sit-ups. Do your sit-ups daily. After you do this for a while increase the weight, and so on...
This is what I did to get great abs so I know it will work. Also run for a while every day, as this will help with your overall fitness.

You can't spot reduce an area (i.e. lose weight specifically on tummy) but you can strengthen the muscles (abs) underneath which will create a more toned appearance. Really, the best thing is crunches, forward and to the side. The ab exercising contraptions don't work any better than that. Pilates is one of the best ways if you have access to that, I wouldn't try to learn it on your own, takes a good instructor to really teach you correct movements and positions.

Do push-up's on an exersize ball. It's easier than regular exersizes, and you just need about 10 minutes of them. Also, just laying on an exersize ball with your arms holding you up and your legs in the air gets you abs after a while. It's such an easy pose I fell asleep doing it once. LOL

limit calories to 1,500 a day. drink water, run, and do sit ups, cross crunches and weight training.
