If you are invited, it would be considered proper etiquette to send a gift regardless of whether you attend wedding or not.

I'd have to say yes if you're a family member but a card will do if your just a work colleague for example.
a present and card would be welcomed by the couple regardless.
personally in the same situation I'd send a congratulations on your wedding but sorry i can not be there to help you celebrate the event. with a small gift.
that's just my opinion.

You have been invited, and as it is your choice not to attend it is only right to give a present, as both a gift and an apology for not being there on their special day

Unless you don't know the person. Then you just promptly send back the RSVP card marked "no" without further explanation. If it's an acquaintance, send a $25 gift card to the place where they're registered. If it's family, send a $100 check unless you're destitute.

Yes that is very proper. It at least lets them know you were thinking about them even though you couldn't attend the wedding.

I always send money to every wedding that I'm invited to...I just tend to hate weddings so I don't attend. It is expected.

Save your money. Just get a friend to take a gift card and some wrapping paper. Leave it on the side and bingo. In they're greedy haste, they'll never know there was no gift. You may even get a thank you card too. Chumps!

You can if you want. You don't have to. You can send a card as a compromise if you want to offer your congratulations etc.
You don't have to buy a wedding gift just because you're invited to a wedding. In my world view.
