Xenu, alien ruler of the Galactic Confederacy. Also, there is no "if" about it. This device exists, and resembles the control panel of a DC-8 aircraft. Xenu controls it as we speak. Just ask Tom Cruise or John Travolta, they will confirm this.

Wouldn't the device be considered part of the universe and therefore controlling itself along with the rest of the universe?

Based on past experience, probably someone who had no idea what they were doing and should never have been allowed anywhere near the device.
