Well, without having a copy of their "franchise agreement," I really could not verify that they do refuse to do so.
If there is no corporate interest there, it likely is a variety of factors, including a progressive distribution, adding markets slowly westward as the logistics become available. This means, in simple terms, making warehouse supply lines for the products to get to any new stores.
If you really have an intersest in such a franchise, then send a proposal to the company, including your funding resources and your business references. If you lack those, then maybe you should ask yourself why people who do have those resources have opted not to pursue such a venture.

It may have something to do with the fact that I can only buy White Castles in the Frozen Food section of supermarkets out west... Otherwise, I don't know.
I like Krystals better, anyway... but they aren't out here either.!
