This is a technical query only. No intentions to make a real weapon. Would be however interested in how to improvise one.

A gun is a mechnical device. The basic parts( steel for a barrel, springs, screws, tools, etc.) are all there. It would be a very crude weapon, and not last long. But it is possible. Folks in Afganistan can make a copy of any weapon in the world with local gunsmiths and materials. A good example is some of the WW2 weapons like the M3 Sub machine gun. Stamped steel, cheap, only moving part is the bolt, looks like a grease gun. A very duable thing if you wanted to.

Owning or attepting to own an automatic weapon is illegal. You could get about 25 years if caught. If you really want one join the army and be all you can be.

Not with that kind of budget. You would need machine tools such as a lathe and a milling machine just to start.

using a semi-automatic rifle, with a charging handle on the bolt, you can use your shoe string. just remember tho, the string would have to be registered as a NFA weapon, for it to be legal.
or you could learn to bump fire.
