i want to start designing games, and do not know what kind of software to buy. if anyone has any suggestions then please tell me.

If you mean developing games, then you really don't need to buy any software. You can use a free compiler and text editor to write code, and free libraries like Direct X to handle graphic and input functionality.
Otherwise, search for an IDE that you like. I like Visual Studio.NET, although I've also used older versions of Borland C++ Builder and Metrowerks Code Warrior.
