Dr. Bugly's suggestion of a "one-shot" won't help. It produces a pulse.

An SR flip flop is the commonly used method.

Depends on the voltage (type and magnitiude). If you are talking inputs to digital circuits there are some fairly inexpensive latch circuits that you can make.
