If you have XP, then you shouldn't need drivers. If you have an older version, you'll need drivers, and this will involve installing a program from the CD that came with the camera. After this, you just plug the USB cable into the camera and computer, go to my computer, and find the folder that your pictures are in.

Windows XP often needs a bit of software called a "driver" to recognize many cameras - "plug and play" is all too often a myth. If you don't have the CD that came with your camera, you can download it from the WWW site of the camera manufacturer (if it's still in business).
If your camera has a removable memory card, another option is to get a compatible memory card reader. You just make sure the camera is turned off, take out the memory card and plug it into the card reader, and plug that into a USP port. The card reader won't need any special software (unless you're still using Windows 98), and you can use it on any computer or public terminal with a USB port. I find a card read for my camera memory to be a nice accessory when I travel, when I have to leave the laptop behind.

Go to the My computer area, and double click the USB drive (maybe the E or F) to open the camera's memory. Also make sure the camera is turned on after plugging it in.

You probably need to install software from a CD that came with your camera; otherwise, your computer won't recognize the hardware.
