I wanted to post some pictures on the internet, but the problem is they came out way too big after I had scanned them. How can I make these pictures smaller? Do I have to use a program to adjust the size? If so, which one? Thanks.

Yes, you should use a program to resize them. Many programs do this.
"Microsoft Picture Manager"
"Adobe Photoshop"
"ACDSee"
"iPhoto"
etc...
Also, I suggest that after you resize the image, run a "Sharpen" effect on the image. When images are resized, they loose some detail. Sharpening will help restore the crisp appearance to the photo. In Adobe Photoshop, the Sharpen tool is listed in the Filter pull-down menu.

You can also use Irfanview:
http://www.irfanview.com/
File -> Open -> Select your picture file
Image -> Resize/Resample
Some standard dimensions: 1024 x 768
(checked) Preserve aspect ratio
(checked) Resample (better quality)

to resize the pictures to 1024x768

Download, install, reboot PC, right-click on picture in explorer and RESIZE ;)
