No, it doesn't say that. It talks about stoning "adulteresses" but not stalkers. They like to stone women in Muslim Africa today but, well, you don't live there and probably wouldn't want to.
If you're being physically stalked, you need the police. If it's internet stalkers, block them from all your email accounts and report them to your service provider.
