If you can try to pull the kitten out. Most likey this kitten will be already be dead. But just like humans cats sometimes need a little help getting the kittens out. Gently pull on the kitten that is stuck. It is important that you get it out because the other kittens will die being inside so long as she is in labour and out of there bag. A vet will doe the same thing just explained but charge you a $100.

If you can see it coming out, put on some rubber or plastic gloves (or at least make sure your hands are clean) and try to gently grasp the sac with the kitten in it.
If the first kitten is ok, and the mother has tended to it already, you may not have to worry. I have a cat and when she had kittens she woke me up at 3am. By 5 am, 2 had been born but I had to go to work. I left her, she seemed comfortable and ok. I came home at 4 PM, and as soon as she saw me she gave a "meow" and proceeded to deliver more babies. In between, NONE were born! So I was gone for about 10 HOURS and she waited for ME. (stupid cat!)
She had a total of FIVE kittens- ALL of the HEALTHY and alive!
But the point is she was and IS still fine, that was two years ago!

yes, u need to take her to the vet asap.
the more pressure she's going thru w/the stuck kitten can effect her health as well as the unborn kittens.
if one is stuck, the other babies can't come out. she can pass away from exhaustion & the kittens can die from stress.
if the kitten is stuck, it could be turned sideways or something. she's going to need help to turn the kitten around or help her thru labor. i think 2 hrs is too long.
take her in to a emergency animal clinic right away. b/4 it's too late.

If she's clearly in distress, and the kitten's clearly stuck, yes. Get the vet immediately, or you might risk losing all of them.
