Well in Ye Olden Tymes, the farmers and ranchers used to actually shoot at each other over whose livestock was in their respective water supplies, and in modern times, cities like Las Vegas are already on aquatic 'life support'.

To prevent people from fighting over water, water rights etc., dispute mediation has to happen, with an eye toward provision for all who need water. I think that you should have some basic right to potable water, or as close to it as the situation allows.
They have water filter systems that you can get for your home where applicable.

Some places are really arid, water's hard to come by. That translates as 'expensive', and the way most areas cover it is through some sort of utilities tax, water meters etc.

There's now 6.5 billion people walking the earth. That's a lot of thirsty people. City and local governments usually oversee the management and provision of water, but in rural or remote areas, it's usually up to individual people to try and provide for their own needs with collection and purification systems etc.

It just sooo happens that some 2/3 of the earth's surface is covered in water. It's just not drinkable in its' natural form. You CAN drink sea-water, but most would strongly recommend against it due to the salt content and god knows what else is swimming around in there. So, ya gotta work to make it drinkable. That's really not as hard as some might make out,
the sun does it for us every day through evaporation and the weather system does the rest through precipitation. There's literally tons of water in the atmosphere, all you have to do is catch it. The guy that figures out a good way to enhance condensation will be a Very Rich Man, because if you can do with a condensation system what people now do with their wells, you'll never run out of water. Study more about water systems, recycling, conservation, purification, and so forth. A wise man buys many books...
