this girl ive know for a long time says she loves me everyday but when i ask her out she always says no she says she wants to but she cant and we went out before too so why is she doing this?

You need to ask her these questions. If she loves you then what is the problem? Have a talk with her. Something maybe going on in her life you are not aware of which may explain her behavior.

Ask her what's wrong. Maybe she has trouble with her parents or something. Maybe they don't want her to go out so much. And if she doesn't want to answer you just give her some time and spend as much time as you can with her even without going out together.

Everybody shows love in different ways so trust her when she says that she loves you. She probably has her reasons for doing what she's doing and she'll tell you about it when she feels that she can.

Ask her what she's up to, busy and all...
Perhaps she's not in to the idea or place you propose...
Ask her when the two of you could go out
