My 1998 would go off with 1.2 gallons in the tank, which I verified through a fill-up (the tank capacity less the amount filled was equal to 1.2). As the accuracy of any factory-set guage declines with age, and presuming normal use, I would recommend recalculating, if you want to know the exact amount.

when my passat gas light comes on it tells me I have about 30 miles to go. I would still get to a gas station asap. Heat, the type of driving your doing and other things can make that go much faster than 30 miles.
