I think your problem is related to either SAPI or the Language Bar.

If you want to use Speech Recognition, you could try to re-install SAPI (Microsoft's Speech Engine) by going to:
http://www.e-speaking.com/installsapi.htm

If you don't want to use Speech Recognition, don't have the OEM disks, and you want to try to stop the pop-up boxes from reminding you that these files are not found, I would suggest you go to the Control Panel and select "Regional and Language Options", then choose the "Languages" tab. Now look for the button called: "Details...". This will now show a dialog called: "Text Services and Input Languages". Click on the "Advanced" tab and check the box to "turn off advanced text services". Now select the "Settings" tab and remove the "Speech Recognition" item from the "Installed Services" box.

Apply these changes and re-start your computer.

Now start Excel and Word. Are you still getting the pop-up boxes reminding you about missing speech recognition files?

If you still want to use Speech Recognition but don't have the OEM disks and the problem you described was with the Language Bar, you can still add Speech Recognition to your computer. Go to http://www.e-Speaking.com and download the Speech and Voice Recognition software.

Speech Recognition Engine (SRE) are considered separate applications but come with Microsoft Office 2003 suite. This is the Microsoft SRE I am referring to. For other non-Microsoft SRE, you could configure your Office 2003 suite to work with it (as long as it is compatiable)

If it is Toshiba speech recognition file, it is pre-loaded application and obtained from you Auto-Recovery Disk. For other Speech recognition file, I would not be able to give you answer because it depends on who installed the speech recognition files and you need Microsoft Office OEM CD. It is possible that you might have cached the installer files which could resolve this issue (to a point and depending upon the SRE).

Microsoft does offer their own speech recognition file but you will need the OEM CD for the SRE to be configured.

Look through the CDs that came with your computer. It might not say MS Office - it might just say Recovery CD or Installation CD or Applications or something like that, but it should have all the back up data on it, just for instances like this when you need to pull something from the original CD. Good luck.

You cannot do a thing without the CD. Contact the company from whom y ou purchased the CD and ask them what to do in this case.

Lastly, do you really want the speech recognition? This feature could be turned off and the error message stopped.
