Couple of people got part of the answer.
On Official Military travel:
Some countries accept the Military ID (with orders)
Some countries require a passport (military or civilian)
On personal travel
Some countries (not many) accept the Military ID
Most countries require a passport
Check with the State Department website. My recommendation is to have a personal passport, for several reasons. Easier to get around when you want, and due to the terrorist threat, it will not target you as an American military member. Also watch what you wear (Go Army shirts are not a good thing in certain countries).

Military personal travel on orders along with their ID that allow them to go to and from foreign countries. So a passport for military business is not needed. If you are just wanting to visit other countries on your time off yes.

No, this is a common misconception. However you can go to foreign countries on a military chartered flight without a passport. Any commercial flight out of the country with the exception of Mexico and Canada though you need a passport.

when I were given orders to Japan, no passport became required to enter the rustic, purely an id card and orders. even as happening go away to a special usa, a passport became had to get in to that usa. issues ought to have replaced considering then, this became over 10 years in the past.

No. Military personnel travelling to foreign countries are issued a passport good for use while on military duty. So are their famillies who travel with them. contact your personnel office for info
