2 things:
To lose fat- you gotta run or do some other intense aerobic activity for a minimum of 45 min a day....at least 4 days a week. THAT will get rid of fat all over your body (no, you cannot "spot" lose fat).
2nd- you have to firm up the muscles. THAT is done with weights. Do leg presses, hamstrings, lunges, leg extensions, cable pulls, etc.
Doing BOTH will help. If you only run...you will end up with thinner, undefined legs. If you only lift, you will end up with strong legs covered with a layer of nuisance fat.
DO BOTH- and you will end up both lean AND strong/defined...which I think is what you are after.

I feel like I am in the same boat as you. I workout and eat right but I have thunder thighs, the good part is most of it is muscle. So what I do is walk regularly about 8 miles a weeks 4 days at 2 miles. And I alternate between doing Squats and Lunges everyday. Just remember to take a rest atleast once a week. Or you will get burnt out before you see results. I hope this helps.
P.S. the squats really makes your butt look good too

I have a great machine called a Hip & Thigh Sculptor! It's great! It is built so that you can work your inner thighs, outer thighs, and the front and back thighs. It only takes about 20 min a day!

By all means, power walking on an incline helps! Also do some crunches with the legs in the diamond position....feet together & drawn up close to your body, knees spread out to floor. Squeeze the inner thigh & lower abdominal muscles as you crunch.

Without doubt squats when performed properly are the best leg workout. Should be combined with cardio - preferably running. Maybe not great for toning up though. For weight loss combine a healthy diet with plenty of cardio - no pain no gain.

Indoor bike training.
My legs were ok but since spinning they became better.
Other exercise I practice when I do not feel like going to spinning is getting on the elliptical (sorry for this yahoo: Orbitrek) but you must put some resistance. I do not recomend jogging on the street, parks etc because you could hurt your joints. You could make it in a treadmill but still hurts and it is less effective than elliptical and spinning. Walking is ok but not very effective...unless you walk up to hill or something or you walk over a mountain, but up to montain
Nutrition is important too, the diet. You must try to eat less carbs. Avoid fat products, diet cokes, coffee, salt

You could try running or jogging for an hour or so. Just try to give it some time. If you've tried that way long before and nothing is happening then maybe your thighs have a tendancy to store fat there.

Stand with your feet shoulder width apart. Bend your knees and straighten your back. Put your hands on your hips. Dont lean forward. Hold this position for 5 counts then straighten slowly then repeat again. Do this 10 times. Increase the amount of times you do this. As the weeks go by.

You know. It has been proven that professional tennisplayers do not have less fat on right arm in spite the fact that they play for hours every day. This means you cannot pinpoint where to lose fat if you exercise. You just have to keep up the good overall workout routine and lose more fat by dieting.
