To measure the Insulation Resistance of any switching equipment (mainly HT Switchgear)

I don't know, but a megger test sends DC voltage down a feed line to check for bad wiring/shorts. It usually uses a hand cranked box with leads attached to the line.

Both the other answers are right. I'll just add that a megger is used to check for very high resistance shorts or "leaks".
